Staff Attorney - Adrienne Garner

Adrienne Garner joined the Illinois Torture Inquiry and Relief Commission as a Case Attorney in January of 2026. Prior to joining TIRC, she served as an attorney with the U.S. Department of Education’s Borrower Defense Group, where she conducted legal and factual analysis of student loan borrower claims of fraud and misrepresentation of higher education institutions. Before her federal service, Adrienne worked as Assistant General Counsel for Chicago Public Schools’ State Litigation Department and spent over three years as an Assistant State’s Attorney in the Child Protection Division of the Cook County State’s Attorney’s Office, prosecuting cases involving abuse and neglect of minors. Adrienne earned her law degree from Loyola University Chicago School of Law with a certificate in Child and Family Law. She is a member of the Black Women Lawyers Association of Greater Chicago.
