Chief Investigative Attorney - Richard Benson

Richard joined TIRC as a Chief Investigating Attorney in June 2026 after serving as Assistant Counsel in Air Enforcement at the Illinois EPA, reflecting his commitment to promoting human flourishing through his two core passions: strengthening due process and advancing environmental justice.  Richard previously worked as Policy Counsel for CEO Action for Racial Equity, a corporate advocacy coalition, where he served as the lead attorney on public safety issues in the years following the murder of George Floyd. In that role, Richard focused on establishing standards for law‑enforcement misconduct databases, advocating for the reform and abolition of money bail (including Illinois’s successful Pretrial Fairness Act), advancing juvenile‑justice procedural reforms, and improving the enforcement of fines and fees.  Richard also has an extensive background as a tax, customs, and trade attorney and related technology consultant at PwC, complemented by a wide range of pro-bono and advocacy work.  He remains actively involved in the legal community, both locally in Chicago—where he serves on LAGBAC’s Judicial Evaluations Commission—and nationally as a Loretta Collins Argrett Fellow for the American Bar Association Section of Taxation. Richard is also a leader within the Episcopal Church’s creation‑care mission and has led the denomination’s efforts to achieve carbon neutrality in the Diocese of Chicago as well as supported national and inter-faith efforts. For this work, he was selected as a Trinity Leadership Fellow, a program of Trinity Wall Street that equips rising faith and nonprofit leaders for the challenges of modern ministry and social impact.  Richard earned his Juris Doctor from the Indiana University Maurer School of Law in 2017. While at Maurer, he completed additional coursework in criminal law and procedure and judicially externed for both the Indiana Court of Appeals and Indiana Supreme Court. He was active in several student organizations, including the Inmate Legal Assistance Project, where he first developed an interest in post‑conviction relief, due process protections, and professional law‑enforcement standards.
