Supervising Attorney - Matthew Haynam

Matthew Haynam currently serves as a Supervising Attorney at the Illinois Torture Inquiry and Relief Commission (TIRC), overseeing investigations into torture claims. He joined TIRC in November 2024 following an extensive tenure with the City of Chicago in multiple legal and investigative leadership roles.

Matthew’s experience includes serving as Deputy Chief Administrator – Chief Investigator and Director of Investigations at the Civilian Office of Police Accountability (COPA), where he managed high-profile investigations, led teams of 50+ investigators, and implemented key policies to improve efficiency and compliance. Prior to COPA, he held roles with the Chicago Police Department as a Staff Attorney and with the Department of Business Affairs and Consumer Protection, where he developed expertise in investigative processes, compliance, and team leadership.

Matthew earned his J.D. from Capital University Law School and a B.A. in Aviation Management from The Ohio State University. His extensive legal and investigative background makes him a trusted leader in managing complex cases and advancing procedural integrity.
